It realised that its existing guidance needed
to be updated, and so Bryan reviewed the guidance from a performance
perspective, and delivered a report summarising what needed
to be done to make the guidance effective when delivered through
the ODPM's intranet. He also provided ongoing consultancy
services to the small team writing the guidance.
Following on from this he designed an e-learning
programme that took learners through case studies of different
types of procurement, showing them how and where to use the
new guidance to solve typical problems.
An important element of the e-learning were
'mini-tutorials', which were available by hyperlink from both
the e-learning and the guidance. Acting as performance support
materials, these allowed people reading the guidance and coming
across more complex subjects, to study a short sequence that
explained and provided a simple self-assessment test.
